前言
About the Workshop

隨著全球地緣政治局勢變化，海洋科技已成為國家安全與產業發展之重要支柱。行政院於國家海洋日明確揭示「國家海洋日即是國家主權日、安全日與保育日」之戰略核心，而科技正是構築海域安全韌性的關鍵基礎。為積極落實「國家高科技安全管制專案技術小組」政策，嚴防我國前瞻海事科技與機敏資訊外流，特辦理本工作坊。期能透過系統化法規解析與實務研討，強化相關人員法規認知與風險意識，深化「海空一體」的智慧治理防護能量，確保我國在印太戰略局勢中的科技自主與藍色國土安全。

As the global geopolitical landscape continues to evolve, marine technology has emerged as a vital pillar of national security and industrial development. On National Ocean Day, the Executive Yuan underscored the strategic significance of the occasion by stating that “National Ocean Day is a day of national sovereignty, security, and conservation,” highlighting the crucial role of technology in strengthening maritime security resilience.

To support the implementation of the National High-Tech Security Control Project and to prevent the unauthorized transfer of Taiwan’s advanced maritime technologies and sensitive information, this workshop has been organized. Through systematic analyses of relevant regulations and practical discussions, the workshop aims to enhance participants’ understanding of legal requirements and strengthen their awareness of potential risks.

Furthermore, this initiative seeks to reinforce the governance and protection capabilities of an integrated maritime–air security framework, thereby safeguarding Taiwan’s technological autonomy and maritime security within the evolving strategic environment of the Indo-Pacific region.
